The course covers critical issues related to governance through analysis and solving of situational problems related to governance in healthcare at a system level.  The problems are arranged around the health services planning cycle and have a local context. The educational technique used in the course, problem based learning, is a well-established form of education that encourages discussion and reflection on current problems and how to offer solutions to solve them. Participants engage in a self-learning process that is guided by the course facilitators. In doing so participants acquire the necessary knowledge, skills and attitudes for efficient planning while adherence to principle of good governance such as information utilization, participation, equity, transparency and accountability.
